Well under emergency acts, they already have tons of active duty folks on the ground- in addition to national guard and reserves….the question is how many qualified truck drivers are on hand. With General and FEMA in charge, I assume they could just handle the distro 100% on their own – but I honestly have no idea what is going on with the sovereignty thing, etc. right now. At a bare minimum if I was in charge, I would get those containers out of the port area ASAP and stack them up somewhere else so that all the other ships could offload and rotate out.
Move them to a staging area – re/cross-load empty containers with a mix of food/water/etc and ship them out where needed. Stage fuel trucks with armed security at key transit points and get things moving on shift work, etc. 3 trucks at in a convoy with maybe 1 “utility” vehicle of security (8-12 total men per convoy).
Get that shit off the pier and out of the way bare minimum. Again…we’re dealing with an island situation where most of our pre-po gear is at Diego Garcia, etc – but I’m sure they have some 5-ton trucks, HEMTTs, etc as default Guard gear and I know more stuff has shown up since then – unless the LHA was completely empty. If the emergency is as bad as they claim, there should have been no issue with legitimately using civilian trucks – if they’re parked without drivers and reimbursing the owners after the fact.

Call a college somewhere with a huge, old library like Northwestern or Chicago. Ask for the archivist, I expect you’ll at least get pointed in the right direction.

Repeat until you no longer smell shit and then you have used the minimum amount and conserved paper if you started as a roll it around your hand wiper.
